River's Edge Redevelopment Initiative

Southern Gateway


As part of the Southern Gateway Plan, the City of Peoria plans the redevelopment of the Eagle View area – bounded by the I-474, the Illinois River, and Illinois Route 24 (Adams Street). The site has excellent access to the River, Rail, and I-474.


The area is in an enterprise zone and in a TIF. The City will assist private sector developers to improve their properites. The Washington Street entrance to the City will be improved and landscaped. As of March 2008, four businesses on Washington have signed redevelopment agreements and improved their properites. TIF will also help elevate and improve the industrial area. Darst and Clark will be improved, and a new entryway bridge will be constructed from Adams Street into the site


Logical users of the park include Illinois clean coal power plants, steel plants, ethanol plants, and other industry that requires barge, rail, and Interstate access. The City is working to attract quality investors to this park.


A large open space along the River is planned. The park is an excellent area for viewing eagles as well as for fishing and hiking.


A quality streetscape and a revitalization of commercial buildings along Adams Street is also part of this plan.
